You can loop through the bars onAnimationComplete function and display the values

    onAnimationComplete: function () {

        var ctx = this.chart.ctx;
        ctx.font = this.scale.font;
        ctx.fillStyle = this.scale.textColor
        ctx.textAlign = "center";
        ctx.textBaseline = "bottom";

        this.datasets.forEach(function (dataset) {
