You must use absolute path in your settings to avoid issues. For example:

import os

PROJECT_ROOT = os.path.join(os.path.dirname(__file__), '..', '..')
# depending where your settings.py live

...
    'DIRS': [
        os.path.join(PROJECT_ROOT, 'templates'),
    ],
